EAST ORANGE, NJ — Acting Essex County Prosecutor Theodore N. Stephens II and East Orange Public Safety Director Domingos Saldida announced Jan. 2 that the East Orange Police Department and the Essex County Prosecutor’s Office are investigating the fatal shooting of Ibn Downey, 18, of Newark.
Downey was fatally shot on Jan. 1 in the 200 block of North 17th Street in East Orange. He was pronounced dead at the scene at 1:06 a.m. A second victim, an 18-year-old female, was also shot. She sustained non-life-threatening injuries. She was hospitalized in stable condition.
